West Virginia was admitted into the Union 60 days after a proclamation by President Abraham Lincoln with the condition that a provision providing for the abolishing of slavery be included in the state constitution. On June 20, 1863, West Virginia joined the United States. West Virginia is one of the two states appointed during the Civil War. West Virginia had initially been a part of Virginia but differed with a number of Virginia's policies and in 1861 voted to secede from Virginia.
