• On April 6, 2008, Montenegro held its first presidential election since it separated from Serbia in 2006. Incumbent Filip Vujanovic's opposition failed to unite under a single candidate, and so nominated three different ones. Although the elections were expected to go into a run-off round, Vujanovic won in the first round with 51.9% of the popular vote.

  The Organization for Security and Co-operation in Europe (OSCE) oversaw Montenegro's first presidential election. Among its duties:

  1. Oversee the ballot, providing coverage and reports on the fairness of the electoral process
  2. 14 long-term observers
  3. 100 short-term observers
  4. Short-term observers may be asked to monitor run-off election
  5. Post-results: issue report/statement of preliminary conclusions
  6. Final report to follow eight weeks after the observation
