    Valdis Dombrovskis was born on August 5, 1971 in Riga, which was in the former Soviet Union but has been considered part of Latvia since December of 1991. Dombrovskis attended the University of Latvia, graduating with a degree in physics in 1993; he received a BA in economics for engineers from Riga University of Technology in 1995 and a Masters degree in physics from the University of Latvia in 1996.     Latvia's economy is teetering on the brink of bankruptcy and will likely be getting worse before it gets better. Because of the state of the economy Dombrovskis to develop and introduce measures that will aide in the countries economic recovery. Not long after his nomination for Prime Minister, Dombrovskis warned the nation that budget cuts would need to be implemented or risk certain financial collapse. It is expected that unemployment will rise through 2009 to 50%. He has already cut public salaries by 15% and then again by 20%. He also sees the need to secure a loan from the International Monetary Fund. There are those who have returned to the system of bartering as cash continues to deplete.
