The House of Representatives is one of two portions of the United States Congress. Unlike its counterpart the Senate, which provides two representatives for each state, the House delegates representatives to proportionally to its population. The more residents a state has, the more House Representatives it will have. The House and the Senate combined form the Legislative Branch of the United States government.

Representative Plan
The current scheme of proportional representation in the House was the effect of great debate in America's early history. Larger states supported James Madison's Virginia Plan, which would favor states with large populations. Smaller states feared their votes would be rendered inconsequential, and supported the New Jersey Plan, where all states would be represented equally. The Connecticut Compromise unified the two plans by creating one legislative body where representatives reflect population—the House—and one where all states are equal—the Senate. -
