The film is considered part of The Mummy franchise starring Brendan Fraser. The character of the Scorpion King was featured in the film The Mummy Returns where he was the antagonist. In this prequel, the film shows his heroic side, as he attempts to rise to power, and dethrone the oppressive kingdom of Lord Memnon, played by Steven Brand.
