The electronic sound maker was created to deter teenagers from loitering. A ring tone was created soon after, call The Mosquito Ringtone or Teen Buzz, which has been used to catch teens using their phone during school hours. According to reports, the device is said to violate the UK's Human Rights Act of 1998.
