The Ahtisaari Plan is a proposal for an internationally mediated Kosovo Independence Declaration, providing an extensive legal framework and extensive consideration for minority parties in the new government of Kosovo. It was proposed by Martti Ahtisaari after his work as a special envoy to Kosovo on behalf of the United Nations.
