  On April 29, 2009, Texas Governor Rick Perry announced that he was declaring a state emergency in response to the deadly outbreak of swine flu. At the time of the announcement, there were 16 confirmed cases of swine flu in the state, with two people listed in critical condition.   Texas was declared the 28th U.S. state in 1845 which, due to a border dispute, precipitated the Mexican-American War. The economy of Texas has benefited from large reserves of oil that were discovered in the early 1900s.
