Terry Barnich became the deputy director of the Iraq Transition Assistance Office of the U.S. Department of State for the Electricity Sector in Iraq in 2007. Barnich took a leave of absence from his company, New Paradigm Resources Group, where he was the CEO, in order to work as a civilian contractor in Iraq. Before taking the position in 2007, Barnich served as the Illinois Commerce Commission chairman.
On May 26, 2009, it was reported that Barnich had been killed in Baghdad by a roadside bomb. At the time of his death, Barnich was returning from inspecting a waste water treatment plant in Fallujah.
