There are nine unlockable characters in Street Fighter 4. Players can unlock these fighters by completing Arcade mode with specific characters in the game. Once Arcade mode is completed with these specific characters, the unlockable ones should be accessible from the character select screen.

Easy Way to Unlock
The way to unlock characters in Street Fighter 4 is pretty straight forward, it's just a matter of completing Arcade mode. If you want to unlock all the characters, you'll need to play through Arcade mode quite a few times. Fortunately, some people have found an easy way to play through the game over and over again to unlock the characters. If you put the difficulty level on the easiest and mash the strong kick button, that should be enough to defeat all of the enemies. You may need to press forward every once in a while. This becomes even easier if you have an arcade joystick with rapid fire. Just put a weight down on the strong kick button and have rapid fire turned on. Street Fighter 4 Unlockable Characters
- Akuma: Complete Arcade mode with all unlockable characters except Gouken
- Cammy: Complete Arcade mode with C. Viper
- Dan: Complete Arcade mode with Sakura
- Fei Long: Complete Arcade mode with Abel
- Gen: Complete Arcade mode with Chun-Li
- Gouken: Clear the game with either C.Viper, Abel, Chun-Li, Dictator, Ryu OR Sakura, without continuing and scoring 2 perfects and 3 or more ultra finishers. (Gouken challenges you after Seth, beat him to unlock him.)
- Rose: Complete Arcade mode with M. Bison
- Sakura: Complete Arcade mode with Ryu
- Seth: Clear the game with the remaining characters you haven't cleared the game with yet to unlock Seth. (This includes Gouken, since you just got him...) You can change the rounds back to 1 before proceeding to clear the game with the remaining characters.
