Rose is a playable character in the video game Street Fighter 4. She possesses something called soul power, which is essentially the opposite of M. Bison's psycho power. Rose can use this soul power to make her scarf glow with energy and become a weapon against opponents. She can also shoot soul sparks from the scarf to do damage.Street Fighter Wiki: Rose

Rose foresaw that M. Bison would try to destroy the world, and she made it her duty to go and stop him. She eventually found him and defeated him in combat, but later found out he was still alive by reading her tarot cards. They meet again, and this time Bison defeats her and takes control of her body.
