In the wake of an IRS investigation revealing tens of thousands of dollars spent on escorts from the Emperors Club VIP service, Democratic New York Governor Eliot Spitzer announced his resignation. Republicans in his state had threatened to impeach Spitzer if he did not step down within a reasonable timeframe. It has been suggested that Spitzer could be prosecuted under the Mann Act, a 1910 law criminalizing the transportation of women across state lines for the purposes of "immoral activities." Spitzer allegedly paid for escorts' train tickets from New York to Washington.
