The best dictionary is http://hallo.ro. It has a huge database, including idioms. Highly recommended.
Other acceptable dictionaries:
http://www.altadict.ro Its entries are accurate.
http://www.dictionarromanenglez.ro/en/ has a big data on Romanian to English entries. The English to Romanian database is not so good.
Slang Romanian dictionary:

3) Translations.
First, online computerized translations DON'T work. So I don't recommend them. What you need is a human translator.
