A number of rule changes have been adopted for the 2009 National Football League season. These NFL rule changes are aimed at improving player safety. In addition to these league-wide policies, a special rule change has been made for punts in the new Cowboys Stadium. - Initial contact to the head of a defenseless receiver will draw a 15-yard penalty.
- The initial force of a blindside block can't be delivered by a helmet, forearm or shoulder to an opponent's head or neck. An illegal blindside block will bring a 15-yard penalty.
- On kickoffs, no blocking wedge of more than two players will be allowed. A 15-yard penalty will go to the violating team.
- On onside kicks, the kicking team can't have more than five players bunched together in pursuit. It will be a 5-yard penalty.
