  • Congressional District Apportionment

Nebraska is one of two U.S. states that splits its electoral votes. Two of the five votes go to the candidate who wins the popular vote in the state; the other three votes are apportioned based on the vote within the state's three congressional districts. In practice, the system has resulted in one candidate receiving all five votes since it was adopted in 1996. Maine has a similar manner of splitting its electoral votes. If Obama were to win one electoral vote, it would be the first time that either Maine or Nebraska had split its electoral college votes.FairVote: Maine and Nebraska
