While in jail for a petty offense, Franklin Hatchett (Tucker's character) is accidentally dragged along as a high powered criminal broken out. When the criminals attempt to kill Hatchett he manages to escape, but not before he overhears the location of a stash of diamonds. He teams up with recently fired James Russell (played by Sheen), who was the original reason Hatchett spent time in jail.
