Michel Jamil of Annandale, Virginia, has been charged with his involvement in a scheme where he stole fuel off a military base in Iraq. Jamil's role in the scheme was as a transporter and was paid $1,500 per trip. The stolen petroleum was then sold to Iraqis, who in turn sold the fuel into the black market.
