Mark Foley was born in Newton, MA on September 8, 1954. He graduated from Lake Worth High School in Florida, going on to attend Palm Beach Community College. Career
In 1977, Foley served as city commissioner of Lake Worth, FL, moving up to the office of vice mayor from 1983-1984. He was elected to the Florida State House of Representatives from 1990-1992, and a member of the State Senate from 1993-1995.
