Marc Rich is a billionaire financier and philanthropist who fled to Switzerland in 1983 to escape prosecution for allegedly evading more than $48 million in taxes. In 2001, outgoing President Bill Clinton pardoned Rich, who was still a fugitive, and who had been on the FBI's Most Wanted list for many years. Clinton justified his pardon on the fact that Rich and his partner Pincus Green should have had civil cases brought against them rather than criminal cases.
