Clinton, Louisiana resident Jay Herrod was fined for indecent exposure and told to cover up by city officials. Herrod works as a landscaper and suffers from painful heat rash during the summer months. On a doctor's advice, he wears a skirt to allow for greater air circulation and reduce discomfort.
Local authorities claim that wearing a skirt and no underwear puts Herrod in violation of the "Baggy Pants Ban" that was signed into law in September 2007 to prohibit citizens from intentionally exposing their genitals or underwear in public.
The Clinton Board of Aldermen rejected Herrod's petition for exemption from the law on Wednesday, April 9, 2008, but said that if he could continue to wear his skirt if he provided a doctor's note. Fast Facts:
