Maldives is an island nation situated in the Indian Ocean southwest of Sri Lanka. It is made up of 1192 coral islands, the highest point of which is only 2.3 meters above sea level.

In May 2009, it was reported that President Mohamed Nasheed had proposed that the nation purchase land elsewhere in order to insure its future. Citing the pre-Israeli Jewish settlements in Palestine as an example, Nasheed said that the move may be necessary as an "insurance policy" in case of disaster.
