Leopoldo Fernandez is the governor of Pando province, Bolivia, and an opposition leader to Bolivian President Evo Morales. Current political unrest in the region has included raids by anti-Morales activists on buildings in Pando and three other eastern provinces.
Talks between opposition leaders and the Morales government broke down and on September 16, 2008, Morales arrested Fernandez, charging him with genocide, for the deaths of 16 pro-government farmers.USA Today: Bolivian gov. arrested; Peace Corps evacuates (September 16, 2008)
