Leon Lott is the sheriff of Richland County, South Carolina, a jurisdiction that includes the University of South Carolina near Columbia. It was at this college that Olympic swimming champion Michael Phelps was photographed smoking marijuana from a bong. After the photos were published in January of 2009, Lott conducted an investigation that led to eight arrests. Phelps will not be charged with any crime in relation to the incident.
