On Monday, March 2, 2009, Latreasa Goodman ordered a 10-piece order of Chicken McNuggets from her local McDonald's fast food restaurant. After paying for her order, Goodman was informed that the restaurant was out of the popular all-white-meat chicken nuggets. The cashier told Goodman that while all sales were final and she couldn't refund her money, she would be glad to instead substitute a McDouble with fries. Goodman, unsatisfied with the suggested substitution called 911 to complain and request an officer to the scene. During each of the three calls Goodman was told that this situation did not constitute an emergency or the use of the emergency-only line, but that an officer was on route to the scene.
