    It is very rare for a low-priced hotel to receive an "exceptional" rating from Frommer's, but Yuhara near Kyoto Station has earned that accolade. The rooms are modestly decorated, and the hotel itself is next door to a restaurant that serves excellent Japanese food for those on a budget. Despite the low price, however, keep in mind when booking: Yuhara has an 11PM curfew, and guests are required to vacate their rooms from 10AM to 3PM.
