On June 11, 2009, England's West Midlands Police Child Exploitation Investigation Team received a tip that a local 18-year-old "local man was using the Internet to show inappropriate material of children." Based on information from their investigators, the West Midland Police contacted officials at the Child Exploitation Online Protection and the U.S. Embassy on June 12, 2009.
U.S. officials were able to confirm the woman seen in the webcast was Julie M. Carr and a search warrant was issued for her home.
