In September of 2008, Indian Mujahideen sent an email to Indian police agencies, condemning the actions of the Mumbai Police's ATS and accusing law enforcement of unfairly targeting Muslims. The message strongly implied that the group was planning some sort of attack on the city of Mumbai and its law enforcement officers, some of whom were specifically named:

"We are closely keeping an eye on you (the ATS) and just waiting for the right time to execute your bloodshed."

"...let the Indian Mujahideen warn all the people of Mumbai that whatever deadly attacks Mumbaikars will face in future, their responsibility would lie with the Mumbai ATS and their guardians -- Vilasrao Deshmukh and R R Patil. You are already on our hit-list and this time very very seriously."Deccan Herald: Next Mumbai: Indian Mujahideen (September 15, 2008)
