Step 1: Create a List

There is not a single way to create a new list, but the easiest way to do it is to click "New List" on the sidebar of your Twitter profile. A box will pop up. Use this box to name and create a new list. You will have a choice to make this list private or public. If it's private, only you will be able to view it. If it's public, everyone on Twitter will be able to view it. Currently, Twitter users are allowed to have 20 lists maximum. Step 2: Add People to Your Lists (or Remove Them)

When you create a list, it will not automatically have members, not even yourself. You have to add members "manually." You can do this by using the "Find people" search option, profile pages, "followers" lists and "following" lists. When checking out profiles, you can also take a peek into the lists of other people, and you can subscribe to a publicly available list in a single click. Step 3: Follow (and Unfollow) Lists

You follow lists in the same way you follow tweeting individuals. When you are on a list's page, you can just click on "Follow," which would be found under the name of the list.
