Step 1: Create a Line

Step 2: Activate the Width Tool

Step 3: Use the Width Tool
Select your line or object. A blue line will run down the center of your selected object. Hover your mouse over the area you want to expand. A small white circle will appear on the blue line. Click on the circle, then pull out away from your object to expand the section. The area above and below where you clicked will merge towards your expanded area.
