Step 1: Check the Color
The rosemary stems should be a solid green color, though if there are any buds, they may be a bluish color.
Step 2: Check the Aroma
Rosemary is a naturally fragrant herb. The fresher it is, the more it will smell, so don't be afraid to pick up a bunch and check to make sure it's as aromatic as possible.
Step 3: Feel It
When you get fresh rosemary, it should be soft and flexible. You can always dry it out later if you wish.
