Step 1: Know the Law

The Low Income Home Energy Assistance Program, funded by the U.S. Department of Health and Human Services and managed by local agencies within Massachusetts, can assist low income families with their heating bills. You can apply for the program by contacting the agency that deals with residents in your town, which can be located on the Department of Housing and Community Development City Resources page.
