Introduction
Many people have trouble making ends meet from time to time. Utilities are a basic necessity in modern life, and if your bills are overwhelming you financially, you may be able to get assistance. You will need to meet income requirements, and then apply for the Home Energy Assistance Program (HEAP). The steps below will tell you what you need to know. -
Step 1: Determine Eligibility
Your family income must not exceed the set limit. Here are guidelines:- For households of 1, monthly income (gross) should be $2,030 or less
- For households of 2, monthly income (gross) should be $2,654 or less
- For households of 3, monthly income (gross) should be $3,279 or less
- For households of 4, monthly income (gross) should be $3,903 or less
- For households of 5, monthly income (gross) should be $4,528 or less
- For households of 6, monthly income (gross) should be $5,152 or less
- For households of 7, monthly income (gross) should be $5,269 or less
- For households of 8, monthly income (gross) should be $5,386 or less
- For households of 9, monthly income (gross) should be $5,503 or less
- For households of 10, monthly income (gross) should be $5,620 or less

Step 2: Step 2: Apply for HEAP
There are three ways to apply for the HEAP program. Firstly, you may show up at your local social services office any day after November 2nd, 2009. You can find the closest office in the phone book, or look it up on the New York State website.- Secondly, you can mail in an application. This is an option for those over the age of 60, or anyone who received HEAP assistance in the previous year. Applications may be downloaded from the HEAP website and then submitted via mail.

Step 3: Conserve Energy
If you put some effort into conserving energy, you will find that your utility bills will fall. Use Energy Star appliances when possible. Set the thermostat a couple of degrees higher or lower than you think you need to, and clean all filters and furnaces. Insulate doorways and windows, and use weather stripping.
