Plot Summary
Jeff Talley, played by Bruce Willis, is a former negotiator with the LAPD. He left the SWAT team after a stand-off resulted in the death of the hostages, and took a job as a small town police chief. His negotiation skills are needed in his new job, however, when a family is taken hostage.
