In a bid to become the longest-reigning Intercontinental Champion in WWE history, Santino Marella introduced the "Honk-A-Meter" on the September 2, 2008 episode of Raw. Marella stated that The Honky Tonk Man held the Intercontinental Championship for 64 weeks, which is the longest Intercontinental title reign ever. Marella then said that he has been the champion for two weeks already and that 62 more would be nothing. The Honk-A-Meter will be used to track Marella's progress in breaking the record.
On the November 10, 2008 edition of Raw, Santino announced that he had done away with the Honk-A-Meter. Instead, he introduced the Honk-A-Perfect-Mountie-Meter, explaining that the combined Intercontinental Continental title reigns of the Honky Tonk Man, Mr. Perfect and The Mountie added up to 123 weeks. Santino, at that point, was up to 13 weeks. However, Santino went on to lost the title to William Regal in under a minute.

"I'm going to prove to be the greatest Intercontinental Champion of all times. Put up the Honk-A-Meter. You see, The 'Honky Donkey' Man was Intercontinental Champion for a record 64 weeks. Santino Marella has already been Intercontinental Champion for two weeks. According to the Honk-A-Meter, that's merely 62 weeks. That's nothing for me, and then I will be the greatest Intercontinental Champion of all times." —Santino Marella
