How to Consolidate Loan Debt
The Higher Education Loan Board (HELB) of Kenya was established on July 21, 1995 through the Kenya Gazette Supplement to help undergraduate, graduate and post-graduate Kenyan students continue their educations. Loans are offered to students who are unable to finance their schooling. HELB was originally founded in 1952 as the Higher Education Loan Fund (HELF), which helped finance the secondary educations of Kenyan students who were interested in studying outside East Africa. Students continued their educations in India, South Africa, Britain, the former USSR and the United States. http://www.helb.co.ke/helb_background.html Over time, financial demands grew too great to cover all students who applied. The Kenyan government changed their policy to cover only regional schools in locales like Makerere, Dar es Saaalm and Nairobi.
Loans were officially repayable after students completed their studies, but legal issues caused enforcing loan repayment difficult. By 1995, the Kenyan government established the Higher Education Loans Board to specifically oversee the management and collection of these loans.
