In Grand Theft Auto IV, you can call Roman Bellic to ask for a cab which will drive you anywhere in the city. You only gain this ability after you fulfill two conditions: Roman is your friend, and your friendship rating with him is at or above 60 percent.

Roman Background
Roman is the cousin of Niko, the main character in Grand Theft Auto 4 that you control. Inclined to gambling and lying, Roman woos Niko into immigrating to the United States promising a life of luxury filled with sports cars and beautiful women. In truth, Roman lives in a dank apartment in a dodgy neighborhood, and only owns a small taxicab business. He intends to propose to his girlfriend, Mallorie, but seems to lack the ability to do so.Throughout the course of the game, Roman's fortunes wax and wane as he gets caught up in depression and bad debt, compounded by Niko's increasingly involvement with the criminal underworld of Liberty City.
