After you complete the Shadow mission in Grand Theft Auto IV, Little Jacob becomes your friend. He will occasionally call and ask if you would like go somewhere with him in Liberty City. The more time you spend with Little Jacob, the more his "like" percentage will rise. Once his "like" percentage rises to 75%, you will unlock Jacob's special bonus ability: when you call him he will travel to your location and sell you weapons from his car for a discounted price. To raise Jacob's "like" percentage faster, go places that he prefers: Cluckin' Bell and Club Liberty Northwood. Like the other friend characters, Jacob does also like the strip club, pool, darts and eating.

- Roman: Cab service – unlocked at 60% like
- Little Jacob: Sells you cheap weapons from his car – unlocked at 75% like
- Brucie: Helicopter pickup/dropoff – unlocked at 75% like
- Dwayne: Sends armed friends to back you up – unlocked at 60% like
- Packie: Gives you car bombs whenever you call – unlocked at 75% like
