After you complete the mission It's Your Call in Grand Theft Auto IV, Brian is unlocked as a random character and can be approached to obtain side missions.

About Brian
Brian is the first random character in the game and can be found near Roman's cab office, as indicated by a blue "friend" icon on the map. Brian gives out three missions in total. In the first mission, Brian insults your appearance and gives you $100 to show off how rich he is. In the second mission, Brian needs a ride to grab some drugs. In the third mission, Brian gets into some trouble when going to pay off his dealer and needs to be saved from a beating. -
