When you reach this portion of the Grand Theft Auto 4 game you will need to have gained the sniper rifle and plenty of ammunition. There are 200 birds to be killed for the Grand Theft Auto 4 Birds mission and they are very effective hiders. they will be seen through your sniper rifle scope and there is a map that can help .
When you are close to the pigeon you will hear it. The pigeons will have a glow that looks orange. so you will be able to make them out when you are searching in dark areas. When you kill a pigeon it will not count if you were to kill it again. Each bird is counted as an individual pigeon.

So if you don't feel like killing pigeons now, you can always make a note of where they were and come back to them later on in the game. There are 200 birds total, and after you kill all 200 you unlock the Annihilator Helicopter and reign death from above. It seems that the helicopter only has bullets so unfortunately you can't blow anything up with missiles. Completing this secret mission also increases your completion level 2.5%.

This is the most extensive map in the Grand Theft Auto series covering the fictionalized Liberty City (based off of New York City), Brooklyn, Queens, Staten Island, and even parts of Jersey. The pigeons are scattered throughout the map. there are birds on roof tops and under the rain gutters on apartment buildings. Using your site on your gun you should be able to locate the 200 birds in no time at all. Check the steeple of the church and branches of trees. These birds are secreted in every spot imaginable.
