G.I. Joe: Resolute is penned by British writer Warren Ellis, who has infused serious science fiction themes into his work on comic books. Ellis writes on his blog that he had never seen a G.I. Joe action figure when he was offered the job, but used his own childhood exposure to Action Man, a British version of the franchise, as a guide. The vocal cast of Resolute includes veteran voice actors Charlie Adler, as the villain Cobra Commander, and Steven Blum, as the commander Duke. Eric Bauza, whose roles include Stimpy in Ren & Stimpy, plays the ninja Storm Shadow. Grey DeLisle, an alt-country singer-songwriter and voiceover actress, plays the leading female character Scarlett.
