Although there are several variations, a flat tax features a single tax rate (usually less than 20 percent). The flat tax eliminates all other taxes and would simplify the taxation system. Everyone, including businesses, pay the same rate with no exemptions or loopholes. In the United States, Dick Armey introduced H.R. 4585, The Freedom and Fairness Restoration Act. It calls for a single 17% tax rate.
