Fallout 3 Tenpenny Tower

This is Part 15 of our complete Fallout 3 Walkthrough, featuring Fallout 3 Tenpenny Tower, and Strictly Business.

Tenpenny Tower

  1. You will find this sidequest at Tenpenny Tower, located in the southwestern part of the Wasteland. An easy way to get the marker on your map is to talk with Mr. Burke in Megaton and agree to blow the town up, with or without the intent of actually following through.

  2. When you first reach Tenpenny Tower, you'll find a ghoul named Roy Phillips arguing with man over the intercom about letting him into the tower. Once he leaves, use the intercom yourself to try and gain access.

  3. If you come on business with Mr. Burke, you'll be let in for free. Otherwise you're going to half to cough up 100 caps or succeed in a speech challenge.

  4. Once inside, look for Chief Gustavo. He'll tell you about the Ghoul problem facing Tenpenny Tower and you'll be given the option to tell him you'll help him out with it.

  5. Tell Gustavo that you'll take care of the Ghouls for him and he'll offer you a 500 caps reward for doing so.

  6. TIP: Succeed with a Speech challenge and you can up that reward to 700 caps and he'll give you a gun.

  7. Once you're satisfied with talking to the people at Tenpenny Tower, it's time to see the Ghouls and either get their side of the story, or start a massacre.

  8. Start traveling directly west of Tenpenny Tower to reach the Warrington Trainyard. Once you reach the train tracks, turn eastwards towards the tunnel and enter the small door leading to the Warrington Tunnels.

  9. Head through the door on your left and make a right as you enter the Blue Line tunnel system.

  10. Proceed down the tracks and hug the right wall at the split to avoid getting too much radiation from the barrels on the left.

  11. You'll find two ghouls up ahead. Take them out before they get a chance to get up close and personal. If you have to retreat you will backpedal into the radiation. Be ready for a third ghoul to come around the corner.

  12. Proceed along the curving subway tracks until you come to a door on your left.

  13. Enter the door and kill the two ghouls who step into the light.

  14. Open the First Aid Kit in the middle and the ammo boxes on the east side of the room and then head through the northern doorway.

  15. There are two more ghouls in this room. Deal with them and then proceed out the doors to the north to reach more subway tracks.

  16. Proceed eastbound down the tracks until you hit a Y Junction. If you turn right you'll find two ghouls guarding a locked door that leads to a supply closet with First Aid Kits and a grenade box.

  17. Pick up the supplies if you want them, then head north.

  18. Follow the tracks until you reach another door on the left side with a ghoul waiting nearby. Kill the ghoul and then enter the door.

  19. Turn right and look down the corridor to your left. The whole corridor is filled with gas and lined with ghouls. Try throwing a frag grenade down there and take care of both at the same time.

  20. Head down the stairs to the east and be ready to be met with a little more ghoul resistance before reaching your destination.

  21. Enter the door on your right to reach the Warrington Station.

  22. Holster your weapon and follow the arrow point to the left. You'll be stopped once you reach the actual station by a ghoul named Michael Masters. He'll tell you to come up; oblige him.

  23. He'll initiate a conversation with you and ask you what it is you're doing there. Tell him you're trying to see Roy Phillips and he'll let you pass. If you're looking to massacre the ghouls, this would be a good place to start.

  24. Whatever the case may be, your next move is to meet with Roy Phillips. Head back downstairs and go through the gates to the east. Proceed down the tunnel until you see a door on the right.

  25. Head left and keep wandering the halls until you run into Roy. Talk to him and you'll find that he's not much better than the bigots over at Tenpenny Tower.

  26. Now that you've heard from both sides, you can make a decision on how you're going to complete this quest.

  27. Side With the Humans

  28. If you want to side with the humans, you're already in the perfect place to finish the quest. Shoot Roy, seek out and destroy Bessie Lynn, and finish off Michael Masters.

  29. Once all three ghouls are dead, head back to the place where you first talked to Michael and go south to reach the door leading back to the Wasteland.

  30. Return to Tenpenny Tower, talk to Gustavo, claim your reward and the quest is over. Quest Completed

  31. Side With the Ghouls: Plan A

  32. Plan A of annihilating the humans in Tenpenny Tower is to just do everything yourself. Head back up the escalator where you first talked with with Michael and leave the Warrington station through the southern door.

  33. Return to Tenpenny tower with your gun in hand and begin massacring all of its residents except for Tenpenny.

  34. Once you're sure they're all dead, speak to Tenpenny who will begin to see why he should let the ghouls stay in Tenpenny Tower. He'll agree and will even give you some caps.

  35. You could also just kill Tenpenny as well. Either way, return to Roy and tell him that Tenpenny Tower is now his. He'll give you a Ghoul Mask as a reward and the quest will be over. Quest Completed

  36. Side With the Ghouls Plan B

  37. You could also use Roy's plan on opening the flood gates so to speak and unleashing the Feral Ghouls upon the residents of Tenpenny Tower.

  38. If you want to do this, return to Tenpenny Tower and see if you can Pickpocket the Generator Room key from Gustavo.

  39. If you're not confident in your pickpocketing skills, you could also try asking Herbert "Daring" Dashwood, the famous adventurer who has a radio show based on his earlier days that's broadcasted on GNR. Dashwood can be found roaming the Tower or in his room on the second floor suites. It should be one of the rooms along the west side.

  40. Once you have the key, head outside the tower but still stay within the gates. Circle around the tower until you find stairs leading to the Generator Room. Use the key to unlock the door.

  41. Ignore the ominous screeches of ghouls and proceed down the hallways to reach the generator room. You can either blow up the generators on the left or you can hack the computer terminal to open the gate.

  42. Once the gate is open, Roy will come out to tell you that you did a great job and that he wants to meet you up top.

  43. Return back to the surface and make your way around to the lobby gate.

  44. Roy will thank you for everything you've done and he'll give you a Ghoul Mask so you can come inside and watch the slaughter yourself without having to worry about fighting off hordes of ferals. Quest Completed

  45. Non-Violent Path

  46. If you want to try and settle things non-violently, then head back to Tenpenny Tower after talking to Roy. #Enter the elevator leading to the suites and find a way into Tenpenny's suite, either by convincing the guard with your speech skill, picking the lock, or pickpocketing the guard for the key.

  47. TIP: If you've come here on business with Mr. Burke for the Power of the Atom Quest, just tell the guard that you have business with Mr. Burke.

  48. Once you get the door open, head to the double doors to reach the balcony and Tenpenny.

  49. Ask Tenpenny if he'd be ok with some Ghoul neighbors and he'll say that if you can convince five of the most bigoted people in Tenpenny Tower to be fine with it, then he'll let them stay.

  50. The five people you have to convince are: Edgar Wellington, Millicent Wellington, Anthony Ling, Lydia Montenegro, and Susan Lancaster.

  51. There's an easy and fun way to get rid of the Wellingtons and Susan Lancaster. Head up to the second floor suites and enter the door on the east wall. On the desk to the right is a love letter and a skill book. Read the skill book and the love letter.

  52. Find Millicent Wellington and show her the letter. She'll be consumed by rage to the point where she'll actually kill her husband and Susan and then flee from Tenpenny Tower all together.

  53. With those three out of the way, all you have to worry about are the two shop keepers. You'll usually find Lydia in the Boutique Le Chic shop and Anthony Ling in the New Urban Apparel shop. Try to use you speech skill to convince them to accept the ghouls or leave.

  54. If that doesn't work, you could always just kill them when security isn't around.

  55. Once the five bigots are either dead or gone, return to Tenpenny to have him hold up his end of the bargain.

  56. After you get his permission, return to Roy and tell him the news. The quest will be over and when you return to Tenpenny Tower you'll see a happy coexistance between the ghouls and the humans... for now... Quest Completed

  57. NOTE: A couple of interesting things to note if you choose this path. After the Ghouls move in, head up to Tenpenny's suite. You'll find blood on the walls, Roy walking out, and Tenpenny nowhere to be found. Talk to Roy and he'll say the two got into an "argument" and then Tenpenny had an "accident." Come back to Tenpenny Tower 48 game hours after the initial move in and you'll see that a coexistance between ghouls and humans just doesn't seem possible.

Strictly Business

  1. NOTE: This sidequest offers no chance for positive karma. If you take this on, expect your karma to drop significantly.
  2. One of the ways into the Slaver headquarters of Paradise Falls is to round up some slaves for the gatekeeper Grouse.
  3. If you're looking for Paradise Falls, you can find it in the northwestern region of the Wasteland. You'll get a map marker for it if you decide to do the main quest "Escape From Paradise"
  4. Talk to Grouse once you reach Paradise Falls and tell him that you'll help him capture some slaves. He'll give you a Mesmetron, a slave collar, and a list of several possible VIPs that he wants as slaves.
  5. There is a certain process when it comes to gathering slaves. First you hit them with the Mesmetron, then you talk to them while they're mesmerized, then you suggest that they put on the slave collar and then you tell them that if they don't hightail it to Paradise Falls, their head is going to explode.
  6. With that in mind, take a look at your targets and decide who you want to enslave first.
  7. Target #1: Arkansas
  8. Remember that sniper in the minefield that gave you so much trouble in the Wasteland Survival Guide quest? Its time to give him what he deserves.
  9. Make your way to the Minefield and activate a Stealth Boy if you have one to avoid detection.
  10. Be slow and steady while you make your way to the ruined building where he waits. You don't want to set off any mines and get his attention.
  11. Once you reach the top, shoot him with the Mesmetron, tell him to give you all of his belongings and then snap the collar on to his neck.
  12. Return to Gause in Paradise City for your reward and another Slave Collar for your next target.
  13. Target #2: Susan Lancaster
  14. Susan Lancaster is a resident of Tenpenny Tower.
  15. Once you're at Tenpenny Tower, use the intercom to gain entry. You'll have to either succeed in a speech challenge, pay 100 caps, or be expected to speak with Mr. Burke in order to get in.
  16. Susan can generally be found wandering around the interior of the Tower or sitting in her room in the second floor suites.
  17. Once you find her, wait until she's in an isolated area, and then fire the Mesmetron at her. Tell her to put the collar on and to head over to Paradise Falls.
  18. You should get back to Paradise Falls as well to claim your reward and a new slave collar.
  19. Target #3: Red
  20. Red is the lady that you rescue from the Germantown Police Station in the quest Big Trouble in Big Town. Go do that side quest first so that you can free Red and bring her back to Big Town.
  21. Make sure that after you complete the quest, you train the residents to be able to survive on their own against the mutant attacks.
  22. Once everything is settled, find Red in her clinic and zap her with the Mesmetron.
  23. You know the drill by now. Rob her blind and then tell her to put on the collar and high tail it to Paradise Falls.
  24. Return to Gause for another reward and another Slave Collar.
  25. Target #4: Flak
  26. Flak is one of the weapons dealers at Rivet City. He'll also be the most risky one to take down since Rivet City is an extremely important place and you don't want to get the residents all hostile towards you.
  27. The best way to do this is to break into Flak's room by either pickpocketing the key from him, picking the lock on his door, or mesmerizing him with the Mesmetron and telling him to give you his possessions.
  28. Putting the slave collar on him in the Market is far too risky since everyone will start shooting you once you put the collar on him and tell him to run.
  29. So what you do instead is get into his room, wait until night time and then hit him with the mesmetron when he goes in his room to sleep.
  30. Once you slap a collar on him, return to Paradise Falls, talk to Gause, claim your final reward and you're done with this quest. Quest Completed
