There are ten suitcases of intel to collect in Operation Anchorage, the downloadable expansion for Fallout 3. Finding all the suitcases will unlock the "Covert Ops" perks, which permanently increases each skill by one point.

Enemy Intelligence
Scattered throughout various locations in the Operation Anchorage expansion are 10 suitcases containing enemy intelligence. Almost all of the Intels are easy to find and obtain, although there will often be enemies in the environs to take out first. Collecting all 10 intels will unlock the new "Covert Ops" perk, which increases all skills by one point. -
About Operation Anchorage
The Operation Anchorage downloadable expansion is set in the frozen wastes of Alaska. The events experienced are actually a military training simulation in which the player figths to liberate Anchorage from the invading Chinese Red Army. This simulated battle actually occurred around the year 2076, during the devastating war that led to the creation of the Wasteland.Players entering the simulation are stripped completely of any items they obtained while playing through the main game. Fallout 3: Operation Anchorage Intels
- Intel 1 - After meeting up with Sgt. Montgomery, go down the steps and cross the giant pipe. Pick the door to the storage room and look for the intel under the desk. There's also a Bombardment Holotape in the room.
- Intel 2 - After Montgomery mentions catwalks, cross the bridge and pick the door in the cliff to find the second intel. The Goodbye Holotape is also in theis room.
- Intel 3 - This intel is in the artillery outpost. Go upstairs and head southwest. Unlock the door for the intel, and keep your out open for the Invasion Holotape as well.
- Intel 4 - Continue forward until you find a table littered with missiles, grenades and micro fusion cells. A locked door to the left conceals the fourth intel.
- Intel 5 - Head toward the Listening Outpost. Intel 5 is the mining town. Cross the train tracks and look for a small cliff on the right with a rocket soldier. Climb the stairs to find a bunch of crates. Search the ones on the right for the intel.
- Intel 6 - Inside the Listening Post, there's some stairs. Ignore these for now and look on the metal shelf beneath the stairs for the next intel.
- Intel 7 - Head to the ice camp and follow the guard towers on the left. Intel 7 is inside the first tent you come across.
- Intel 8 - Inside the Chimera Tank depot, when you reach the Chimera Tank, enter the first building on the left.
- Intel 9 - After you've disabled the pulse field, exit the base and head into the trenches. Look for a room on the left with a captured American soldier inside. He's sitting in front of Intel 9.
- Intel 10 - The final Intel is right by the switch that disables the pulse field. Look on the crate to the left of the switch.
