Elaine Donnelly is the president of the Center for Military Readiness, an independent organization dedicated to studying and advising on military personnel issues.
Anti-Gay Remarks
On July 23, 2008, during a House Armed Services personnel subcommittee hearing on the "don't ask, don't tell" policy, Donnelly warned that the inclusion of homosexuals in the armed forces could result in the spread of HIV among soldiers.
