Dragon Age 2 - A Small Problem is a companion quest for Varric in Act 3. As with pretty much all other Act 3 companion quests, you will need to have already completed previous companion quests. Also, this quest can only be done after you've finished the "On the Loose" quest. If you meet all these criteria, go to the Hanged Man pub and speak with Varric. Accept the quest.
