Without Phoenix Materia in Final Fantasy VII, you cannot get the Genji Armor. At the beginning of Chapter 9, there is an optional sidequest called The Seven Wonders in which Phoenix is obtained. Talk to a boy who will play a game with you. Check the water tower in the town for the Phoenix.
