Extraordinary rendition describes the extrajudicial transfer of a person from one state to another. Critics of the practice say that extraordinary rendition has been used by the CIA to transfer terrorist suspects to countries known to use torture or to "black sites," secret prisons operated by the CIA outside U.S. legal jurisdiction.

EU Investigations
A June 2006 report issued by the Council of Europe estimates that 100 people have been kidnapped by the CIA on EU territory and rendered to other countries through secret detention centers, or "black sites," used by the CIA in cooperation with foreign governments.A 2007 European Parliamentary report states that the CIA has conducted as many as 1,245 flights to destinations where suspects could have faced torture.
