The latest economic stimulus plan is called the State Energy Efficient Appliance Rebate Program (SEEARP), also known as Cash for Clunkers Appliances. The State Energy Efficient Appliance Rebate Progam (SEEARP) will help to stimulate consumer spending and lessen the nation's energy use. There is no national standard for the program.
