Carlos Marin and Arturo Herrera, top United States and Mexico officials for the "International Water and Boundary Commission," died in a plane accident on September 15, 2008. The two were inspecting dam damages caused by a recent flooding in south Texas area, when their Cessna 421 crashed near the Mexican border.
