Plot Synopsis
After the end of the Cold War, the U.S. president (played by Alan Alda) faces declining poll ratings, he assigns blame to a lack of war. His advisers, NSA Stuart Smiley (played by Kevin Pollak) and General Dick Panzer (played by Rip Torn), convince him that he needs to fabricate a war with a brand-new enemy to stir American patriotism. After a much-publicized American-Canadian brawl at a hockey game on the border of the two countries, the U.S. government settles on Canada as the new enemy and declares war based on fictitious allegations of nuclear weapon stockpiling. An outraged local US sheriff, Bud B. Boomer (John Candy), takes the Canadian affront personally and organizes as group of patriots to lead a raid over the border for a grand act of littering, causing headaches for the American government.
